Senior Advisor and Subject Matter Expert
Tom Dumaresq is an Executive Management Advisor to Galvan and Associates. Tom has extensive experience with federal financial budgets, procurement, and grant management as well as senior administrative operations. He has expertise includes assisting small businesses with a variety of issues including financial management.
Tom is a former federal agency Chief Financial Officer and Chief Procurement Officer. He has over 32 years of experience as a career federal employee including 26 years as a manager and 15 years in the Senior Executive Service. He served in several senior positions including Director of the Office of Administration/Acquisition Executive for over 10 years.
At the United States Small Business Administration (SBA) Tom was directly responsible for managing several large federal programs including the loan portfolio valued at $75 billion. He is thoroughly familiar with federal operations related to financial management, procurement, grants management, and administrative operations. Tom worked closely with the CIO to align IT investments with the agency performance plan and prioritize the portfolio of IT investments.
Tom received the Presidential Meritorious Rank Award in 2001 and the Presidential Distinguished Award in 2005 for career achievement. He has a Bachelor of Arts in Economics from Syracuse University and a Master of Business Administration from Hofstra University.
