
Stephen D. Galvan
President
Steve is the owner of Galvan & Associates. He consults in areas of strategy, transformation, program improvement, management practices and shared services. Steve received five presidential appointments to the Executive Office of the President at U.S. Office of Management and Budget (OMB) and the U.S. Small Business Administration (SBA).
At SBA, he served in the senior-most agency executive positions as Deputy Administrator, Chief Operating Officer, Chief of Staff, and Chief Information Officer. Within his management responsibilities, he led the CFO, CIO, Administration and Human Capital executive team and directed the policy, performance and budget for the agency’s four mission program areas and served as senior advisor and surrogate for the Administrator, the agency head who reported to the President of the United States.
At OMB, in the office of IT and E-government, Steve was responsible for oversight of the Internal Efficiency and Effectiveness portfolio which included financial management, procurement, and HR IT investments. He worked with agencies to standardize practices and consolidate redundant investments and a key principal who launched what became the line of business initiative for human resources and finanical management shared services.
During 24 years in the private sector, Steve was Managing Director at a Big Four firm, a business intelligence consulting firm founder, and held Fortune 500 IT management roles.
Historically, Steve held membership in the President’s Management Council (PMC) composed of Cabinet Deputy Secretaries and independent agency COOs and the Federal CIO Council.

Bachelor of Science in Mathematics, University of Illinois at Chicago, and advanced quantitative economics studies for the Master of Arts in Economics
