Lisa A. Austin
Lisa Austin is an Executive Consultant to Galvan and Associates with over 25 years of demonstrated senior policy and communications leadership experience. Over that time, she achieved successful outcomes in diverse governmental areas of expertise including Federal Appropriations, the U.S. General Services Administration (GSA), the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Transportation (DOT).
Prior to joining Galvan and Associates, Lisa served as the Associate Administrator for GSA’s Congressional and Intergovernmental Affairs office. As the lead representative for the agency regarding legislation, investigations, and inquiries; she worked to advance the Administration’s legislative and policy program priorities through Congress as well as coordinate interagency initiatives. She also provided strategic advice and policy recommendations to the GSA Administrator as well as senior Administration officials at the Office of Management and Budget and the Executive Office of the President. Her portfolio of issues included appropriations, oversight, federal acquisition and contracting, federal real property management and excess property disposal, cyber-security, and sustainability issues such as “green” construction and electric vehicles.
Lisa served as Chief of Staff to U.S. Congressman Brian Baird (D-WA) for over six years. Mr. Baird’s policy priorities included his work as a senior member of the House Transportation and Infrastructure Committee. As the Congressman’s chief policy and political advisor, she developed and implemented legislative policy objectives, communications strategies, and operating plans for the offices.
Prior to becoming Representative Baird’s Chief of Staff, Lisa rose over eight years to become Director of Operations for Senator Barbara A. Mikulski (D-MD). As part of the senior leadership team, she played a key role in strategically planning the Senator’s press and legislative strategies during Senator Mikulski’s tenure as Chairman of the Appropriations Subcommittee in charge of funding the VA, HUD and independent agencies including NASA, EPA, the NSF and FEMA.
Lisa received her Master of Science degree from the London School of Economics and her Bachelor of Arts degree in political science and history from the University of California at San Diego.
