Joseph P. Galvan

Joseph P. Galvan was appointed to serve as the U.S. Department of Housing and Urban Development (HUD) Midwest Regional Administrator in the Chicago Regional Office in December 2017. Mr. Galvan returned to this role as he was appointed by President George W. Bush to serve in this capacity from 2001 to January 2009.
He was responsible for the oversight of HUD investments across the six-state region including Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin and. He recently completed a second term as the Chair of the Chicago Federal Executive Board and was the Chairman of the Midwest Interagency Council on Homelessness. He serves as HUD’s liaison to elected officials, congressional delegations, associations and stakeholders.
Prior to joining HUD, he worked as a Principal with Galvan & Associates advising housing authorities and cities on program performance, compliance and executive management issues. Mr. Galvan has extensive experience with local governments having served as Community Development Director for several communities. He has served on various boards including as Chairman of the Illinois Housing Development Authority (IHDA), West Cook Leaders for Fair Housing, Preservation Housing Task Force and 18th Street Development Corporation.
Mr. Galvan received his bachelor’s degree in economics from the University of Illinois in Chicago. He studied urban planning at the University of Illinois at Chicago Graduate School of Urban Planning and Policy and he undertook graduate studies in philosophy at Loyola University in Chicago.
